General
This EVGA 360mm liquid cooler is the cheapest we have seen so far at $100 after rebate.

If you can afford to shove a huge all-in-one liquid cooler into your system, check out EVGA's 360mm model (400-Hy-CL63-V1). Also, a $30 mail-in rebate is available, effectively doubling the price to $99.99.

Factoring in the rebate, this deal saves $60. This is the least expensive 360mm AIO cooler available. It is the same size as Cooler Master's MasterLiquid ML360R, which we consider one of the best CPU coolers available, but at a much lower price after rebate (the ML360R is on sale for $141.99).

EVGA's cooler comes with three 120mm fans and supports most major Intel and AMD sockets, including AM4 (AMD) and LGA 1151 (Intel). The only question is whether it is compatible with Intel's new LGA 1200 socket for Comet Lake. Intel has not changed the dimensions, so it should work. However, as of this writing, Intel has not updated its product page (Z490 motherboards are not yet available for purchase).

The pump assembly is branded EVGA with RGB lights. It is fully configurable and you can turn off the lighting if you prefer. EVGA says the maximum noise level is 20 decibels, quieter than a whisper according to Yale's decibel level chart (PDF); EVGA says the fans are "built for superior cooling and low noise," but will add some volume as well. EVGA touts them as featuring a curved housing and specially designed blades.

You can get this same deal at Newegg, but if you buy directly from EVGA, the company includes a T-shirt (XL only) promoting the Nu Audio line.
