Update: Chris Gansler of Ubisoft Massive, developer of The Division 2, acknowledged the leak in a message posted on Reddit, saying that the studio is indeed working on a replayable PvE mode, but it is still in the very early stages He stated.

"We also wanted to confirm that we are indeed working on further content outside of the upcoming season and that one of our current ideas is to add a PVE mode to scratch the replayability itch. With the weekend just around the corner, Ubisoft has set up a public test server for The Division 2 to check out some of the changes that will be made to the game in the next update. The manhunt in Division 2 is a multi-part event in which players hunt and kill five rogue agents (four deputies and one "prime target"), according to the Division Wiki description. In Season 1's Manhunt, for example, in Jupiter, players will run Chadwick Brandon III, Lucy Anders, Mary Masters, and Ryan Chang into the ground before going after their boss, Molly Henderson. According to leaks, Hornet, the rogue agent killed (or apparently not killed) in the Division boss fight, will be the prime target in Season 2.

None of this is official, and it is possible that some or all of it is leftover from scrapped plans. Indeed, a redditor named Defuser claims to have reviewed the files, but says that the skyscraper speculation is based on "a handful of lines from Kelso" and "may represent an abandoned idea." However, there is certainly interest in the idea of a replayable endless mode: DiscoStu83 states that it "sounds like exactly what we were looking for a few years ago."
I have emailed Ubisoft asking for more information about the leak and will update if I hear back. In the meantime, if you would like to try out the changes made by Title Update 10 for "Division 2", the PTS is still in effect.
