Phantom Liberty is the largest budgeted add-on CD Projekt has ever produced.

Wccftech (opens in new tab) first reported in English that CD Projekt's investor relations manager Marek Bugdoł told Polish outlet Parkiet (opens in new tab) that the cyberpunk expansion CD Projekt's global PR director Radek Grabowski emphasized this point on Twitter (opens in new tab), saying that the highly anticipated expansion has cooled speculation that it will surpass "Blood and Wine" in "The Witcher 3" in size and scope.

CDPR has an excellent track record of post-launch additions to games. Aside from The Witcher expansion, Hearts of Stone and Blood and Wine for The Witcher 3 are of a high standard for video game expansion packs. The latter DLC, in particular, is hard to follow, a $20 add-on that includes an all-new open world zone, the Gwent faction, and an extensive main quest.

After the long marketing cycle of Cyberpunk 2077 and the subsequent blowback, CDPR is keeping its cards close to its chest, but I'd be thrilled if Phantom Liberty was somewhere between Hearts of Stone and Blood and Wine in scope I'm sure it would be. Its first expansion boasts inventive multipart quests, an engaging storyline, and one of the best villains I've ever seen in a game, and remains my personal favorite of the two expansions. There is plenty of underutilized land in Night City that could benefit from new quests and characters.

Full voice acting by Idris Elba and Keanu Reeves would help explain Phantom Liberty's expanded budget. However, I have high hopes for Phantom Liberty. After "Hearts of Stone," I hope it will showcase CDPR's ability for strange, thoughtful, and surprising storytelling.
