No, I didn't find some black market cyberware for my calf that would allow my character to fly around Night City like the Hulk. In the screenshot above, he's posing, but this is more like Superman.

Cyberpunk 2077's Freefly Mod lets you fly straight off the pavement; just tap the 5 key to activate your new superpower, then use WASD to steer through the air and the space and shift keys to change altitude. Air travel has never been easier.

Flying is not super smooth (at least for me), in fact, it is a bit erratic, even at low speeds like in the GIF above (the 6 and 7 keys can change flight speed). Still, it's pretty cool to get up in the air and check out Night City from a new perspective; you need the Cyberengine Tweaks mod to run the Freefly mod, so I'd install that too.

It's nice to fly over Night City, as I was honestly disappointed that Cyberpunk 2077 didn't have a few options for flying; I'm not saying V should fly around like Iron Man, but a hovercar or two would have been very welcome. During the game, you can hardly move from the ground except to take a helicopter ride or a hoverlime ride.
