IO Interactive has changed its previous statement regarding "Hitman 2" levels not being freely available in "Hitman 3". According to the updated "Hitman 3" pre-launch guide, "We continue to work with our partners on a solution to allow PC players who own "Hitman 1" or "Hitman 2" to import locations from those games into "Hitman 3" at no additional charge.

"Players".

"Players can be assured that they will not have to repurchase the game," the IO website states [emphasis in original].

That does not mean immediate access. It will be released "within the next few weeks," but that should be enough for all but the most cranky avid Internet users. For now, the "HITMAN 1 GOTY Access Pass" is free to all PC players who pre-order HITMAN 3 or purchase it within 10 days of its release.

"We know it's a lot of information," says IO. 'But I think you'll be more convinced once you see all the options in the access pass (there are five in all).'

Honestly, I don't know if that makes more sense, but it's a nice gesture of reassurance.

The reason this explanation is necessary is that after stating in August that players could import progress and unlocks at will, the pre-launch guide explained that players would need to purchase the Hitman 2 access pack to access Epic-exclusive Hitman 3 content We're not going to do that," he said. However, due to various circumstances beyond our control, please be advised that the process is different than originally planned for PC players."

Epic Games boss Tim Sweeney later said his team was working to fix the problem. A day later, IO Interactive saw an update from IO posted on Twitter.
